Yes. There is no general requirement that an organisation must have traded for a particular number of years before it can apply.

The Home Office will want to be satisfied that the organisation is genuine and operating or trading lawfully in the UK and is capable of meeting its sponsor duties.
Newer organisations may need to provide different or additional evidence depending upon their circumstances.
